Summary
The Grants Management Specialist position is located in the Contracts and Grants Directorate within the Chief Operating Officer’s office at the Library of Congress. This is a full-time role with a flexible work schedule (compflex, flextime, maxiflex) and involves overseeing grants and awards programs. The position is part of a bargaining unit and is non-supervisory. The salary reflects the locality pay for the Washington, D.C., metro area.

Job Duties
- Grant Monitoring and Management: The role involves reviewing, evaluating, and managing grants and awards for OSI (Office of Strategic Initiatives). You will be responsible for monitoring grants, ensuring all funds are properly allocated, and making sure reports are accurate.
- Policy Development and Oversight: You will develop and interpret policies and procedures related to awards and grants, ensuring they comply with applicable rules and regulations.
- Audit Coordination: You will review and manage audit reports in line with regulations such as OMB Circular A-133. You will also work with the Office of Inspector General on any audit-related issues.
- Communication and Reporting: The position requires generating reports and correspondence for various stages of the grant process. You will prepare written materials such as reports and recommendations based on your findings.
- Technical Assistance: Providing technical assistance to other team members and stakeholders, answering questions and clarifying issues related to grants management.
- Relationship Management: You will develop and maintain relationships with various Library service units and other stakeholders, ensuring smooth communication about financial matters.
- Closeout Procedures: When grants are completed, you will independently manage the process of closing out the agreement and ensuring all steps are properly completed.
